I obtained a PhD degree in Economics from the University of Illinois at Urbana-Champaign in 1993. Prior to joining the School of Economics at Georgia Tech, I worked at the Department of Economics at University of Oregon (August 1993–June 1999) and at the Department of Economics at Tulane University (July 1999–June 2006). I was promoted to Full Professor in 2005 and served in the capacity of Chair from July 2005 to June 2006.

My main areas of research interest are Public Economics and Environmental Economics. Most of my work in Public Economics has concentrated on Fiscal Federalism, Voluntary Provision of Public Goods, Tax Administration, Club Theory and Corruption. In Environmental Economics, my work has focused on Trading of Emission Permits and Transboundary Pollution issues. My recent papers have dealt with some aspects of the Kyoto Protocol and the Acid-Rain Problem affecting China and Japan. I have published in several peer reviewed journals such as Journal of Political Economy, Economic Journal, European Economic Review, Oxford Economics Papers, Journal of Public Economics, Journal of Urban Economics and Journal of Environmental Economics and Management.
My teaching interests and experience encompass many areas. I have taught courses at both undergraduate and graduate levels in Microeconomics, Public Economics, Mathematical Economics and Development Economics. I have also twice taught a PhD level course in Industrial Organization. At the undergraduate level, in addition to the courses mentioned, I have taught courses in Environmental Economics and Macroeconomics (Principles). I chaired six PhD dissertation committees, two at the University of Oregon and four at Tulane University.
Throughout the different stages of my career, I have been able to conduct policy-relevant work in Brazil, Mexico and Angola. I worked as a consultant for the World Bank and OECD.
